William "Billy" O' Neil [1878 -1955] was a Welsh international dual-code rugby front row player who played club rugby for Cardiff and Aberavon and as professional rugby league played he represented Warrington.

O' Neil was capped eleven time for Wales rugby union team and twice for Wales RL team.
Educated at St Peter's school in Roath, O'Neil played rugby for St Peters RFC
He won his first Welsh cap in 1904 against Scotland.

In 1908 he switched to Rugby League playing for Warrington and after just two months in the league was selected to play for Wales RL. He died in 1955 aged 76.

It should be noted that many records refer to Billy Neill (rather than O'Neill) it is the same player.
