Joe Pugsley was a dual coded international rugby union and professional rugby league player who played club rugby for local Cardiff side Grange Stars RFC ,Cardiff RFC and London Welsh, and international rugby for Wales.

He played 162 games for Cardiff between 1905/06 and 1910/11 scoring 21 tries.
He gained 7 Welsh caps playing for Wales, in 1910 against England, Scotland and Ireland and in 1911 against England, Scotland, France and Ireland.

In 1911 he turned to rugby league joining Salford, he gained 1 Welsh rugby league cap.He passed away in June 1976 aged 91.
