Tarr began his rugby career as a schoolboy representing the Welsh Secondary Schools.  Tarr played for Ammanford and joined the Royal Navy, joining Cardiff RFC in 1931 playing 23 matches in 1931/32, he then joined Swansea in 1933.

He gained one Welsh cap in 1935 against the All Blacks, before having an injury so serious one journalist said" Probably came closer to dying on the pitch than anyone else ever has in an international". Tarr had broken his neck, and the referee had saved his life by advising the medics to lay him face down on the stretcher.
