Frank Stephens was born on 23rd March 1899 in Drybrook, Gloucestershire but brought up in Blackwood. He was an English born Welsh rugby union and professional rugby league player of the 1920s. Joining from Bargoed in 1923, he played 59 games for Cardiff, scoring two tries in the process.

He left in 1925 to play rugby league at Wigan then Batley and Rochdale, playing  in the first ever Rugby League Cup Final at Wembley (against Dewsbury) .Whilst playing rugby league Frank represented Monmouthshire (RL) and Glamorgan & Monmouthshire (RL) also gaining 4 Welsh Caps
Frank Stephens passed away in Wigan on March 11th 1971 aged 71.
